Sergei Mironov sent an appeal to The International Diabetes Federation and The Parliamentarians for Diabetes Global Network 23 сентября 2015 The International Diabetes Federation Chief Executive Officer Dr. Petra WILSON The Parliamentarians for Diabetes Global Network President Adrian SANDERS 23 September 2015 Dear Madam and Sir, On the occasion of the upcoming 70th Regular Session of the UN General Assembly and Summit for the Adoption of the Post-2015 Development Agenda, the International Diabetes Federation (IDF), the Parliamentarians for Diabetes Global Network and ExPAND (the European Policy Action Network on Diabetes) are calling for global leaders to take clear and immediate action to halt the rise of the diabetes epidemic which, if left unchecked, will affect almost 600 million people by 2035. With an estimated 400 million people living with diabetes globally, the epidemic not only threatens individual health but presents itself as one of the greatest barriers to sustainable development and economic growth. Diabetes-related healthcare costs totaled US$612 billion across the world in 2014, the majority of it resulting from late diagnosis and the development of costly complications such as renal failure, blindness and lower limb amputation. While people with type 1 diabetes represent a small percentage of the total, they frequently face discrimination at school and in workplaces, and their access to insulin is not always guaranteed even though it is essential for their survival. The situation in Russia is stark: IDF’s extensive research work estimates that 6.8 million people, or 1 in 16 adults, has diabetes, with healthcare-related cost that totaled US$ 7.6 billion in 2014. Now is the moment to halt the diabetes epidemic. The Post-2015 Development Agenda and the Sustainable Development Goals (SDGs) are an opportunity for collective and significant action that ensures the health of upcoming generations. The UN Member States must develop SDGs indicators that address the diabetes risk factors, such as overweight, obesity and physical inactivity, in a global effort to prevent the type 2 diabetes epidemic. National action from each Member State (including dedicated funding) is also essential to improving health outcomes for people with type 1 and type 2 diabetes and increase awareness of the epidemic. In July 2015, ahead of the BRICS summit in Russia, I directed an appeal to the BRICS leaders calling them to do everything they can to stop the diabetes epidemic and provide a sustainable development for their citizens and people throughout the world. I also initiated an appeal to the RF Ministry of Foreign Affairs and the RF Ministry of Public Health to include the problem of diabetes in the BRICS agenda (as a public health problem), within the framework of the Russian Federation’s presidency in BRICS in 2015. The answers confirm a full support of the initiative to include the topic of the fight against diabetes in the BRICS agenda. As is evident from the support of Russian Federation President Vladimir Putin provided for my appeal and the fact that he set the corresponding task for the authorities to give priority to the topic of diabetes in the context of its promotion within the BRICS framework in the line of infectious diseases, this issue gets support at the highest level. I consider all this as a demonstration of Russia’s readiness to make its own contribution in the fight against rising incidence rate of diabetes, and to give a comprehensive support to the appeal to the UN member-states to join their efforts for control of the diabetes epidemic.
