Sergei Mironov about the priority tasks of the JR faction for the SD autumn session 15 сентября 2015 Sergei Mironov, Chairman of Party A JUST RUSSIA and the Leader of its SD faction about the priority tasks of the faction for the autumn session: The Fourth State Duma enters the last year of its term of office. There is precious little time left, but a lot of laws important to the life of the country have not been adopted yet. The priority tasks of the law-making activity of the A JUST RUSSIA faction for the autumn session are as follows: 1) Adoption of a well thought-out and balanced law on the federal budget amid slump by almost twice of the oil and gas revenues, taking into account change-over to one-year planning and abandonment of budget rule. We are going to insist that the State meet all its social obligations to retirees and other vulnerable social groups not only in full volume but taking into account inflation-adjusted indexation. Besides, it is required that retired persons be compensated in cash payments for the Government’s unprofessional actions that led to increase in the public utilities rates, rise of prices on socially important food products and medication as well as a sharp drop in the standard of living of retirees. 2) Adoption of the law on "Children of War" at the federal level. We are sure that despite all economic problems and difficulties, it is our sacred duty to pay special attention to the social position of the people whose childhood fell within the years of the Great Patriotic War. A significant number of the subjects of the Federation have already adopted the relevant regional laws establishing benefits for this category of citizens. 3) Suspension of the capital repair program. We have collected over one million signatures for suspension of this program! Besides of that, we actively continue to stand up for improvement of the legislation acting in this sphere to prevent violation of the citizens’ rights. We think that as long as the State has not fulfilled its old obligations regarding capital repair of houses, any charges are out of the question! 4) Fixing at the federal level of the trade margin limits for socially significant food products, as it is done in many regions. Such a control is absolutely justified under actual monopoly of trading networks. Otherwise, mediators’ greed determines everything. 5) In view of changing to calculation of the land tax per the cadastral value in a number of regions in 2015, the summer residents tax has significantly increased in some regions: for example, in the Saratov Region – four times, in the Belgorod Region – it has doubled, in the regions of Vologda and Moscow– 10-20 times. We continue to insist on abolition of the land tax for the owners of allotments that are less than 8 Ares (each). For the majority of them, their garden plots are the only opportunity to makes ends meet in the family budget. 6) Abolition of the transportation tax for the owners of cars with less than 150-horsepower engines. It is necessary to restore justice here because now automobilists pay the tax twice: it is included in the petrol excises, and at the same time, it is collected as a transportation tax. 7) Introduction of the progressive taxation. Our party has already brought in such a draft law nine times but the faction of the majority consistently blocks it. At present, this measure is relevant like never before. 8) In the current social-economic situation when an overall amount of citizens’ bank indebtedness constitutes 10.8 trillion rubles (as of 1.05.2015), we insist that a package of draft laws aimed at abolition of the "credit slavery" in the country be considered and adopted during the autumn session.
It is evident that during the autumn session we will have to pay special attention to the international situation and swiftly react to its changes. First of all, it is a sharp aggravation of the situation in the Middle East and a growing threat of spreading of the "Islamic State" ideology. We have to take a broad range of domestic measures to prevent spreading of such ideologies as "ISIL" in our country. Consequently, we offer to formalize in legislation one of the main preventive measures – possibility for an additional control of the persons crossing the state border of the Russian Federation who spent 60 days or even more in the countries with an increased level of terror threat. We have already submitted the relevant draft law to the State Duma.
