Sergei Mironov: it is inadmissible to economize on the disabled 30 июля 2015 Sergei Mironov, Chairman of Party A JUST RUSSIA, the Leader of its State Duma faction commented on the termination of state program "Accessible Environment": Almost 170 million rubles has been spent on creation of a public space convenient for the disabled but the results can be seen not always and not everywhere. In spring, an opinion poll was held among disabled people and experts in this sphere: 18% did not notice any program action, 26% paid attention to slight changes. Recently I became the Chairman of a supervisory board of portal Dislife.ru. We use this resource to collection regional information: where the money was spent, what sums of the money were spent and what they were spent on. We want not governors but disabled people to tell us about the executed work. And they do it. They speak about shortage of elementary things: wheelchairs, prosthetic devices, hearing aids. There is shortage of funds allocated by the federal budget for provision of disabled people with rehabilitation equipment (RE) in many regions. In the Astrakhan Region, this item expenditure has reduced by third and in the Perm Region by half. The regional deputies inform us that the funds allocated in the Nizhniy Novgorod Region have reduced from 442 to 307 million rubles which makes possible provision of only 50% of the RE orders. The Ministry of Labor and Social Protection promised to analyze the situation. But to our regret, everything is quite obvious. As they say, there are 13 million people with disabilities in the country. But the majority of those who are not physically challenged might envy moral courage and dignity of the disabled. Our attitude to such people is a test for the Right to be Called Human Beings, and for the State –to be a Great Power. Meanwhile, the State does not provide minimum necessities of such people. Moreover, it tries to decrease expenditures on the disabled under the pretence of the crisis. Free fares for getting to the treatment and rehabilitation centers have been abolished since this year. As a result, many people had to refuse from treatment. The draconian proposal made by the Ministry of Labor to issue one diaper for 12 hours –was under consideration (in complete earnest). People with disabilities have been deprived of the right for a preferential provision with manual-operated cars since 2004. We have repeatedly offered the State Duma and the Government to correct this injustice. We realize that the financial capacity for the implementation of this offer isn’t what it used to be. But the Government was against our draft law even during the before-the-crisis period. At present, of course, they are attributing this disgraceful economy to the crisis. As soon as another session of the State Duma starts its work, we are going to insist that the situation with the disabled be discussed as well as extension of program "Accessible Environment" and inadmissibility of cost avoidance saving on the needs and rights of the disabled, i.e. the saving which moves millions of people to the edge of the society while they must be in the center of attention of any social State.
