Oleg Nilov has offered the Foreign Ministry (MFA) to initiate the international tribunal on the Islamic State group (IS) and its patrons 21 июля 2015 Deputy leader of the A JUST RUSIIA parliamentary bloc Oleg Nilov addressed Russian Foreign Minister Sergei Lavrov with an offer to initiate at the Security Council the international tribunal for "founders of the Islamic State", its members, sponsors, supervisors, weaponry suppliers and traffickers". According to the deputy, creation of such a tribunal will serve to ensure an independent and unbiased bringing to responsibility of all IS perpetrators of crimes. The deputy addressed Sergey Lavrov with a letter stating that ‘IS is a religious union of newly-risen fascists, the most disgusting display of inhumanity since the time of the Third Reich’. As an example, Oleg Nilov mentions the video released in the Web and showing ISIS militants carrying out mass execution of 1,500 cadets of the Tikrit Air Academy (Iraq). The video shows the captured army cadets falling out of dump trucks and forced to lie down next to one another in a fresh mass grave before being shot dead one by one. An excavator is also shown in the video to move piles of the bodies after they were brutally shot dead. "Sophisticated methods of torture used by ISIS militants, and astounding cruelty of the execution of women and children are clear evidence of militants’ denial of the value of human life as such," the letter says. According to the politician, jihadists throughout the world (members of this radical group) are ready to exterminate any person whose ground rules and values differ from theirs –IS militants’ actions are nothing but real genocide. Oleg Nilov is convinced that at present international institutions, in particular the UN Security Council is demonstrating its indecisiveness and passivity. This results in strengthening of Islamists who have become a threat to peace and world security. The issue of effective counteraction against the criminal formation is deliberately ignored at a proper level. "No sanctions have been imposed against the countries and separate persons providing support to Islamists, neither has been blocked any stream of weaponry and financial resources for militants", Oleg Nilov declared. To dispose Islamists of "the breeding grounds for their functioning", the deputy offers to bring to trial perpetrators of crimes, their patrons and sponsors.
