Memorandum of Cooperation between the A JUST RUSSIA party faction at the State Duma of the Federal Assembly of the Russian Federation and the faction of the PARTY of SOCIALISTS of THE REPUBLIC of MOLDOVA at the Parliament of the Republic of Moldova 29 января 2015 Guided by a desire to strengthen and develop cooperation and mutual trust between the two Parties on the ground of the generally recognized principles and norms of international law, acknowledging an important role of the parliaments of both states at implementation of sovereignty of the nations of the Russian Federation and the Republic of Moldova, expressing the conviction that cooperation at an interfactional level would contribute to activation of a political dialogue and interaction between the Russian Federation and the Republic of Moldova for the purposes of deepening and extension of relations of friendship and mutual understanding, economic and scientific-engineering cooperation, and cultural relations in the interests of citizens of both states, stating that a common adherence to the ideas of social justice, freedom, democracy and supremacy of law unites the deputies of the A JUST RUSSIA party faction and of the PARTY OF SOCIALISTS OF THE REPUBLIC OF MOLDOVA, parliamentary factions of Party A JUST RUSSIA and the PARTY OF SOCIALISTS OF THE REPUBLIC OF MOLDOVA have agreed on the following: 1. to determine as the main goal of the inter-factional cooperation, assistance in building an efficient inter-parliamentary and interstate interaction, establishment of personal contacts and enhancing of mutual understanding and trust between the representatives of the legislative bodies of both states for further strengthening of the equitable, good neighborly and mutually beneficial relations between the Russia Federation and the Republic of Moldova and between citizens of the two states in various spheres of the public and political life; 2. to conduct a regular inter-factional dialogue, provide the required information support, ensure participation of the deputies of both parties in forums, round tables, seminars, scientific-practical conferences and other events held by the factions together or separately; 3. to alternatively hold annual joint meetings of the factions on a parity basis in Russia and Moldova; 4. to form the inter-factional parliamentarian groups due to the following directions of bilateral contacts: – cooperation and exchange of experience in the economic, trade, financial, investment, technological and scientific-engineering spheres; – an efficient monitoring of the migration processes; – cooperation and exchange of experience in the spheres of culture, education, health, sports, tourism and personnel training. Party A JUSY RUSSIA assures that it will objectively inform the members of the Socialist International about the activity of the PARTY OF SOCIALISTS OF THE REPUBLIC OF MOLDOVA and provide the required assistance in building the partnership contacts with the foreign left-centered parties. The given Memorandum is the basis for conclusion of additional agreements and programs if both factions find it necessary. The Memorandum is prepared and signed in two copies (in the Russian language), one copy for each faction. It is concluded in the city of Moscow on 29 January 2015.
