A joint meeting of the JR faction and the faction of the Party of Socialists of the Republic of Moldova took place at the State Duma 29 января 2015 A joint meeting of the A JUST RUSSIA party faction and the parliamentary faction of the Party of Socialists of the Republic of Moldova took place at the RF SD on 29 January. The meeting resulted in signing a Memorandum of Cooperation. Opening an interfactional meeting, Sergei Mironov, Chairman of the A JUST RUSSIA party and the leader of the SD JR faction said that the Russian-Moldavian relations are going through hard times. The crises in the world economy and financial sphere make an impact on the development of Russia as well. "Our mutual trade turnover is decreasing, GDP of both countries is reducing, the unemployment rate in Moldova is rising, and similar processes occur in Russia as well," the politician mentioned. "The European Union is trying to make a pressure on Russia, and we feel it. But it is useless to do it: the response will be painful. Russia is sure to stand it. Our safety margin is large. Consolidation of the society around the President has never been so great, that is why we are not afraid of any pressure." According to the politician, it is political achievements of the Party of Socialists of the Republic of Moldova (PSRM) that are the cornerstone of improvement of relations between the two countries. Igor Dodon, the PSRM Chairman agreed that mutual relations between the two countries are far from being at the highest level. In his opinion, cooperation between the parties, must give an impulse not only to the inter-party relations but also to the interstate ones. As the speaker stressed, the most important thing is that during the recent parliamentary elections, the citizens of Moldavia demonstrated their readiness to be with Russia. Igor Dodon stated with satisfaction that it was the A JUST RUSSIA party that had offered a helping hand and friendship to PSRM. According to him, a very uneasy year is lying ahead PSRM: the election of the Gagauzia bashkan (the highest official) is to take place on 22 March and the local election – in June. PSRM has good prospects of victory in these elections. In the end, Igor Dodon declared that the PSRM representatives were ready to discuss with the Russian colleagues the particular initiatives in the sphere of the agricultural export and migration. The meeting participants discussed a wide range of issues connected with development of cooperation between Party A JUST RUSSIA and the Party of Socialists of the Republic of Moldova. Special attention was paid to establishment of interaction during the parliamentary discussions in Russia and Moldova of the issues connected with solution of the definite problems of bilateral relations. According to Zinaida Grechany, the leader of the PSRM faction at the parliament of the Republic of Moldova, PSRM is the only opposition faction at the parliament of the Republic of Moldova. She stated that the situation in the country demands that the course of the nation’s leadership be revised because of the legislation instability, a number of economic problems and wrong political decisions made before. "We are not going to deceive our voters and swerve from the course of cooperation with Russia," Zinaida Grechany emphasized. Mikhail Emelyanov, first deputy leader of the SD JR faction, first deputy Chairman of the SD Committee on Economic Policy told the meeting participants that the future cooperation would touch upon not only the party and faction work but also the expert councils. "I regret to say that our countries have been existing separately for 25 years but all of us are from the same cradle, we inherited the soviet economic structure, and moreover, a lot of problems we have are the same. That is why it might be good to share through experts experience in law-making and in solution of the problems we face. Cooperation at the level of experts will further strengthen cooperation between the A JUST RUUSIA party and the Party of Socialists of the Republic of Moldova." Anatoly Aksakov, a deputy of the SD JR faction, first deputy Chairman of the SD Committee on Financial Market told the audience about his visit to Kishinev and emphasized friendliness and a feeling of fraternity between the nations that they felt during the visit. "We have a program of economic cooperation which President Vladimir Putin signed during his visit to Moldavia. I offer to familiarize with it, and maybe, offer some amendments to this program," the parliamentarian said. According to Anatoly Aksakov, it is necessary to submit for consideration by the intergovernmental commission from the Russian side a proposal to take into account the opinion of the PSRM representatives when discussing the issues of economic cooperation. In his speech, Vlad Batrincha, a member of the PSRM faction at the RM Parliament and a PSRM executive secretary reminded that the Party of Socialists had managed to win the elections in 19 largest cities of the country. "Due to our political agenda, we decided to aim the maximum of our efforts at preparation for the local elections that are to take place in June this year. Of course, we set the task for our territorial branches to actively deal with preparation of the activists at the local level," he said. "Apart from becoming the leading political force, our agenda is dynamic, and moreover,` our team is the most dynamic," the politician said. The parliamentarian also told the meeting participants that PSRM had about one thousand party organizations in practically all residential areas of the Republic of Moldova and stressed work of the party ideological department which had to "resist the most powerful propaganda of the pro-European politicians." Talking about the tasks of the party, he stressed significance of the inter-party cooperation and work with the youth as well as importance of the social and charity programs. In her speech, Olga Epifanova, a deputy of the SD JR faction, deputy Chairman of the Committee on the Issues of Family, Women and Children touched upon the problems of contemporary society in the humanitarian sphere. "The humanitarian sphere is very fragile, it requires a constant attention, and as soon as we reduce it, morals also lower. Mercy, compassion and honesty reveal only when it is convenient. Conflicts grow, people die, and double standards appear," she said. According to the deputy, to find answers to the humanitarian challenges, it is necessary to join efforts. She stressed that the USA policy is designed to represent Russia in a negative light by means of the humanitarian sphere. "It is just enough to mention the recent statements about liberation of Osvencim by the Ukrainian forces, occupation of Germany and Ukraine by the Soviet troops and some other crazy talks of this kind," she declared. As a member of the State Duma Committee on the Issues of Family, Women and Children, I can see a powerful ideological attack at the spiritual foundations of the peoples of the former USSR launched by the ideologists of Eurointegration." Olga Epifanova also reminded of the recent speech of Patriarch Kirill at the State Duma which he made in protection of the traditional and family values. "Today we are witnessing the historical events the outcome of which no one can predict. But our belief, our foundations and our traditions must remain unchanged," she concluded. Fyodor Gagauz, a deputy of the PSRM faction spoke about the problems of the Gagauz autonomy. In particular, he mentioned that the Russian language is spread among the Gagauzes, and they provide a wide support to PSRM and the eastern vector of development. He also asked for support of the initiative of promotion of the Moldavian manufacturers to the Russian market and exemption of their products from the import duty. Summing up the results of the meeting, Nikolai Levichev, Vice-Chairman of the State Duma, Chairman of the Council of the Chamber of the Party A JUST RUSSIA deputies called the meeting of the factions of two socialist parties a historical event: for the first time, a complete deputy association of a foreign state was present within the walls of the Russian parliament. "Friendship and cooperation between our factions may serve as an example for many parliaments of the world. We are glad to get such a reliable and ideological partner sharing our basic values: justice, solidarity and dignity," Nikolai Levichev stressed. He promised that Party A JUST RUSSIA would support accession of PSRM to the "common socialist family" – SocIntern. In conclusion, Igor Dodon mentioned that PSRM had initiated to announce the year of 2015 in the Republic of Moldova as the "Year of Victory" in honor of the 70th anniversary of the Victory of all Soviet people in the Great Patriotic War. "I’d like to seize an opportunity to invite a complete faction of Party A JUST RUSSIA to pay a visit to the Republic of Moldova," he said. "I hope that we would gain a lot of joint socialist victories in the future." The meeting resulted in signing the Memorandum on cooperation. As its text says, the main goal of the interfactional cooperation is "promotion of an efficient inter-parliamentary and inter-state cooperation, establishment of personal contacts and further building of trust and mutual understanding between the representatives of the legislative bodies of both states for further strengthening of the equitable, good neighborly and mutually beneficial relations between the Russian Federation and the Republic of Moldova, and between the citizens of the two states in various spheres of political and public life." After the Memorandum had been signed, the meeting continued in the format of joined meetings of the SD profile committees and the PSRM faction deputies. At the meeting of the Committee on Housing Policy and Housing and Communal Services chaired by Galina Khovanskaya, a JR faction deputy much was said about the Housing Legislations of Russia and Moldova. As it cleared out, there was a necessity of cooperation between the committees of the two parliaments for development of a new Housing Code of the Republic of Moldova. Valery Chereshnev, a JR faction deputy, Chairman of the SD Committee on Science and Technology for Development stressed that Russian education and Russian scientists are still highly-prized in many countries of the world. "When we arrived at the "Silicon Valley", they offered us an interpreter there. But what do we need it for? 50% of the specialists working there are Russian," the parliamentarian said. But the main thing abroad is that if you finance the fundamental sciences, you are exempted from a number of taxes. Taking into account fiscal relief, those who are eager to take part in financing sciences "stand in a long line". Therefore, we have to work on our legislation to create something like that." During a joint meeting together with the PSRM deputies, Elena Mizulina, a JR faction deputy, Chairman of the SD Committee on the Issues of Family, Women and Children spoke about a fruitful work in the sphere of legislation aimed at protection of the rights of Mothers, Women and Children. "Citizens often apply to the Committee (especially during the last years), and we think it is very good because if somewhere an administrative regulation violating the basic family values appears, the reaction is immediate, and we can interfere," she stressed. Ivan Grachyov, A JR faction deputy, Chairman of the SD Energy Committee said that Russia had always been an energy superpower and would be such at any variant of its future development. Correspondingly, if we produce gas and oil, it would be prospectively to develop gas chemistry and petro chemistry in the RF. Leonid Levin, a JR faction deputy, Chairman of the Committee on Information Policy, Information Technologies and Communication and Alexey Tumanov, a JR faction deputy told their Moldavian colleagues about the process of development of some draft laws in the given sphere. On the same day, Igor Dadon had a meeting with Sergei Naryshkin, the SD Chairman. The PSRM Chairman said during the meeting that in his opinion, holding of early parliamentary elections in the Republic of Moldova (before the end of the year) was quite possible. According to the opinion of the Moldavian parliamentarian, "pro-European parties will not reach any mutual consent in spite of the pressure of Brussels and Washington." "I am sure, a pro-Moldavian and pro-state power that will dissolve the agreement on association with the EU will be formed at the next election which I hope will be early", Igor Dodon declared and promised that "the socialists would stand firmly on this position." According to the PSRM leader, the majority of the citizens of Moldova voted against the European integration, and "only because of creation of certain spoiler parties and clones, the positions of the left wing potential partner (communists) changed and the pro-European parties may mathematically create the parliamentary majority." He also reminded that PSRM "considers and will not change its opinion that the problem of Transdniestria may be solved only by creation of a federative state in which Transdniestria will have a clear and distinct status of a constituent entity of the Federation."
