Sergei Mironov: Presidential Address answers the challenges of time

Sergei Mironov, the Chairman of Party A JUST RUSSIA, the leader of the State Duma party faction made comments on the Presidential Address to the Federal Assembly given by the Head of the State on December 04.

According to Sergei Mironov, the chief message of the Presidential Address is that "it is useless to build pressure on Russia" because "return will be painful." "Russia is a sovereign and mature state, and it will not let anyone to dictate terms to Russia; we are sure to withstand in all circumstances," the AJR Chairman stressed.

The parliamentarian reminded that Vladimir Putin started his annual address with review of the events of the current year, in particular, with return of Crimea to Russia. According to Sergei Mironov, comparison of the peninsular with Jerusalem’s Temple Mount is absolutely correct, and the President quite appropriately used it in his speech when he said that Crimea had "a civilizational and sacral importance" for Russia.

Sergei Mironov also emphasized that in his address Vladimir Putin often referred to the Western politicians asking them how they can give support to the current government of Ukraine giving orders to kill peaceful civilians.

"President again pointed out the facts that were understandable for us: if the events in Crimea and Ukraine had never happened, they would have come up with something else because from the point of view of America, Russia has become too strong, too independent and too self-sufficient, and they want to teach us a lesson, but they can’t do that," Sergei Mironov said.

The politician also paid attention to Vladimir Putin’s words that Russia considers the U.S. attempts to deploy the BMS in Europe as a threat to its national security, but Russia will preserve the main principle of nuclear balance – the retaliatory strike will follow the enemies in spite of everything.

The AJR Chairman reminded that a huge block of the President’s Address was devoted to: exemption from inspection of honest entrepreneurs, freezing of taxes for the next four years, tax holidays for small businesses registering for the first time and a full amnesty for the capital returning to Russia.

Sergei Mironov also reminded of the amnesty for capital already held three times by Kazakhstan; as for Russia, this may be done "once but honestly".

The parliamentarian mentioned the internal problems the President spoke about. The road problem will be solved by doubling the volume of their construction, and the regions will be reimbursed for creating technology parks. "To get off the oil needle, we need new industrialization, "Sergei Mironov explained.

"I think citizens of our country were happy to hear the President’s powerful voice saying it was time speculations on the foreign-exchange market were stopped," he said.

According to Sergei Mironov, the main speculators on foreign-exchange market are five leading state banks of the country.

The parliamentarian gave a positive estimation of the President’s words about the problems of availability of new highly-skilled staff, and prevention of early mortality.

Speaking about the national final school exam Vladimir Putin mentioned in his speech, Sergei Mironov emphasized that "just a few years ago there were at least five arguments for the USE (Unified State Exam) being ‘good’, now there is only one left: – gifted children from remote regions and low-income families have an opportunity to get higher education.

"It’s great but a low-income family can’t afford to rent a flat for their child because, as a rule, there are not provided rooms on campus. So, this child will be able to enter a university but he will not have an opportunity to study there," the deputy explained.

"I think the Address meets the challenges of time, we have received answers to important questions," Sergei Mironov stressed. "In general, I consider the Address as some sort of "a road map" for a joint work: of the Government, the Federal Assembly and the deputies. But I’d like to make one more remark. The tasks the President sets for the Government, Dmitry Medvedev’s government is hardly able to perform. This is my personal point of view because it does not seem to be the team that is supposed to implement significant strategic tasks of the President."

The politician believes that the Decrees of the President must be implemented by the team able to do it.

"The Government is guided by some liberal formulae which they unsuccessfully implement," he explained.

According to Sergei Mironov, in this respect, the current government must be seriously reformed or even completely substituted by the "Government of national confidence."

Sergei Mironov thinks that another important moment in the President’s speech is a declaration about the necessity to invest savings in the national economy. The politician marked that Party A JUST RUSSIA had been talking about it for a number of years.
