Taganrog hosts the Congress of the deputies of Party A JUST RUSSIA in the SFD, with participation of the parliamentarians of Novorossia

The city of Taganrog, Rostov Region, on December 06 hosted the Congress of the Party A JUST RUSSIA deputies of the Southern Federal District. The Congress was devoted to the topic of "Cooperation of the structures of democracy for maintenance of life-sustaining activities of citizens". The State Duma deputies, representatives of the Rostov Region bodies of power and the deputies of the parliaments of the Donetsk and Lugansk People’s Republics took part in its work.

Sergei Mironov, Chairman of Party A JUST RUSSIA and the Leader of the State Duma party faction was the principal speaker at the Congress meeting. He reminded of the meeting held by Party A JUST RUSSIA under the slogan "No to Genocide in Novorossia!" in Moscow, in July. The meeting was against the reprisal raids of the Ukrainian authorities against the peaceful population of the Donetsk and Lugansk Republics.

"Even at that time some particular facts of violence over people became known. But the facts released after the so-called truce had been declared disclosed a real crime against humanity,’ the speaker said.

Sergei Mironov reminded of the FMS data which said that around 826,000 people had arrived in Russia for the time of the conflict in Donbas. Almost 40,000 of them are at 840 temporary accommodation centers. An official refugee status was given to 220, 000 citizens of Ukraine.

"It needless to say that the deputies of our faction could not but react to the emerged situation," Sergei Mironov added. He reminded that Party A JUST RUSSIA has been engaged in arrangements of support provision to the refugees since the very start of the conflict in the south-east of Ukraine. "It was targeted support, the one without any time-consuming bureaucracy. We were well aware of the fact that lives of people were at stake," the AJR Chairman said.

According to him, 39 regional divisions of the party took an active part in collection and sending of humanitarian loads. "But the main burden lay on our deputies on the territories near the boarder with Ukraine," he stressed. "Over 45 tons of humanitarian loads have been shipped to Novorossia up to now."

"It is our Party that recognized DPR and LPR," Sergei Mironov said. "We insist that Russia should do it as well. It is a necessary step, and I am sure that it will happen quite soon!"

The parliamentarian expressed gratitude to the regional division of the party in the Rostov region for its quick and well-arranged assistance at delivery of the collected humanitarian loads.

Sergei Mironov also gave definite examples of help provision to Novorossia. In particular, he mentioned a volunteer organization called "Brotherhood Help" created in the Rostov region that deals with accommodation of the refugees in various regions of Russia.

Party A JUST RUSSIA took under its patronage the refugee center at the "Swallow" holiday hotel in the Volokolamsk district of the Moscow region. Over 150 people (half of them is children) have been accommodated there.

On June 04, there was an extended meeting of the representatives of public organizations and of the State bodies of Russia "On provision of humanitarian aid to the peaceful population of the Donetsk and Lugansk People’s Republics" held at the State Duma upon the initiative of the AJR faction. The meeting worked out concrete recommendations.

According to Sergei Mironov, the Chamber of the A JUST RUSSIA party deputies played a significant role in aid provision to the people of Novorossia; one of the main tasks of the Chamber is building cooperation with deputies of various levels.

Sergei Mironov listed the priority problems the deputy corps of the party was facing. The priority task among them is allocation of the refugees and their provision with all necessary for life, and first of all, provision with work.

The second one is the problem of food security. " I think we may use the law-making potential we have accumulated and develop together with our colleagues from the Donetsk and Lugansk People’s Republics an interregional program of food security for provision with food products of the DPR and LPR residents, the local population of the cross-border regions and the displaced people," Sergei Mironov said.

In is opinion, there is another serious problem that must be touched upon: "increase in crime and anarchic violence that are the heaviest consequences of any war." In October, the AJR faction deputies submitted to the State Duma a draft law on municipal militia. "We think municipal militia must be directly subordinate to the head of a municipal entity. Of course, it must also be under direct control of such state bodies as the law-court and the public prosecutor’s office. We are ready to share our law-making experience in this sphere," the AJR Chairman stressed.

The fourth important problem is arrangement of medical aid for the people of Novorossia. The fifth problem is a humanitarian cooperation in the educational sphere on the cross-border territories. It is necessary to take measures aimed at upgrading of the local administration mechanisms as the most important element of the civil society.

"I hope that the current Congress will not be confined only to the formal speeches" Sergei Mironov said in his address to the audience. After that he informed the Congress that he had already set an assignment on development of the conceptions of the most significant draft laws for the Novorossia Republics, such as a draft law on the system of executive power bodies, territorial arrangement, mass media, labor relations and some others. "You may take them, use as a basis and refine them!" Sergei Mironov said addressing the guests from Novorossia.

Then the right to speak was accorded to Denis Pushilin, deputy Chairman of the DPR People’s Council. He stressed that Party A JUST RUSSIA had been providing an active support to Novorossia since the very beginning, and its position is still the same. After that Denis Pushilin streamed a DPR flag and said that he would like to give that flag as a gift to Sergei Mironov in honor of their cooperation.

Regarding the situation in Ukraine, Denis Pushilin stressed that it had been impossible to avoid a tragical development of events. "We just might have stretched it through time but genocide would have followed," the deputy emphasized. We couldn’t but do what we did. When they started to impose alien ideas of Bandera and Shuhevich, when they began to mangle our history, we could not put up with it. We have always felt being part of the Russian world. We do remain Russians! We have never had any doubts about our brothers’ support. And we have not been mistaken!"

According to Denis Pushilin, Donbas is not going ‘to eat someone’s salt’. "We are a self-sustainable region, we have unique enterprises, and if we get rid of corruption (we are sure to do it) our enterprises might be rather useful for Russia and the Customs Union. In my view, the future of our countries is rather optimistic and bright. Being together, we are sure to win, and we are already winning the struggle!"

In his speech, Vladislav Deinego, deputy Chairman of the LPR People’s Council told the audience about the economic potential of his region. In particular, the discovered coal reserves in LPR constitute 135 to 141 bln tns. A well-developed processing industry, i.e. engineering manufacture and metallurgy made it possible to efficiently use the original goods up until recently.

But at present the region is actually paralyzed. "We are supplied with energy with the help of Russia; although the problem has not been solved completely yet. Moreover, the blockade on the part of Ukraine has completely paralyzed the financial system," the deputy stressed. According to his view, although the announced economic blockade started on December 01, payments of pensions and salaries to budget employees actually stopped in the middle of July.

According to Vladislav Deinego, the Republic has accepted ‘the road map’ on creation of its own financial system by the middle of January because it is impossible to ensure an acceptable life for the people living in the Republic without its own financial system.

Deputy Chairman of the LPR parliament also expressed his gratitude to Party A JUST RUSSIA for its help at creation of the legal basis. "It is a serious problem as there is no legislation as such. At large, we have to start absolutely from zero. In such a situation, an offered hand is an invaluable help in development of the Lugansk People’s Republic," he stressed.

In his turn, Vladimir Prasolov, the Mayor of Taganrog thanked the party for its choice of the Congress venue. Speaking about cooperation with Novorossia, he said that Taganrog had been maintaining relations of partnership with Khartsyzsk and Antratsit. "We are really able to provide a humanitarian aid at the level of our cities but we have to draw it up as a commercial cargo," the Taganrog Mayor informed the audience. He also proposed the Congress to develop recommendations on introduction of a simplified way of the humanitarian aid delivery.

Mikhail Emelyanov, a State Duma deputy and Chairman of the regional division of the party in the Rostov region told the Congress about the cross-border cooperation of the regions of the Russian Federation with DPR and LPR regarding the issues of social and economic development. "As far back as a year, we did not have any border as such. We have never considered Ukraine an alien state. But now our border has become the border of war, and it’s not our fault," he said.

According to Emelyanov, the first condition for existence of the republics of Novorossia is giving them access to the Russian sales market. The second one is integration of the banking systems. The DPR and LPR residents also require help at gaining the Russian citizenship. "In this case, we will have a moral right for defence and support. This is the matter of principle!" Mikhail Emelyanov said.

Oleg Nilov, Secretary of the Presidium of the AJR Central Council on work with the party deputies made a report about arrangement of lawmaking cooperation between the deputies of the RF, DPR and LPR. "It is the first grand-scale political meeting of the deputies of the brotherhood republics," he emphasized.

According to Oleg Nilov, budget is the principal law of any representative power. "At present, it is difficult for our colleagues from Novorossia to talk about budget, but it must be distributed in a fair way. Now in Russia revenues are not fairly distributed. I wish you to have a fair budget in your republics!"

The deputy believes that at present, in the republics of Novorossia, embezzlement of State property and corruption must be equated with crimes against the State and severely punished: "We are only dreaming about it but you have such an opportunity!"

In addition, the deputy thinks that under the conditions of war, people might be provided with some services for free, in particular, Housing and Public Utilities. "For example, in Cuba which has been under the blockade for 50 years, an average income of a citizen is about 15 dollars. The rest they get for free. Some time ago we had a meeting with Che Guevara’s daughter at the State Duma. We talked about a lot of things, and the Island of Freedom may set the example for you too!"

Then the right to speak was accorded to Raisa Semyonova, the Secretary of the Bureau of the Council of the regional division of the party in Sevastopol who told the Congress about functioning of the systems of higher and secondary education under the contemporary conditions.

Andrey Rudenko, deputy Chairman of the State Duma Committee on the Housing Policy and Public Utilities told the Congress about the forms of arrangement of work of the HPPU enterprises.

Sergei Kosinov, the Leader of the A JUST RUSSIA faction at the Legislative Assembly of the Rostov region shared the experience of arrangement of support provision to the displaced persons in the regions of Russia.

After the speeches were made, Mikhail Bryachak, the Congress spokesman, the State Duma deputy, the Chairman of the Council of the regional division of the party in Sevastopol offered the audience for approval in principle the text of the Resolution prepared for the Congress. In the Resolution, Party A JUST RUSSIA proposed the RF Government, the authorized Federal bodies of executive power, the bodies of power of the Russian Federation entities and public organizations the list of practical measures the implementation of which ‘will make it possible to provide life-sustaining activities of the people in the Donetsk and Lugansk People’s Republics, and preserve stability in the cross-border regions of the Russian Federation."

According to the results of voting, the document was approved in principle. In the near future, the Resolution will be finalized taking into account the proposals that were made during the Congress.
