Alexander Romanovich spoke at a meeting of the Socintern Committee on Migrations

22 ноября 2014

The Socialist International Committee on Migrations held its meeting in Catania (Italy) on November 21-22, with the participation of Alexander Romanovich, Secretary of the Presidium of the A JUST RUSSIA Party Central Council, deputy Chairman of the State Duma Committee on International Affairs and Boris Guseletov, Party Chairman Advisor who were on the A JUST RUSSIA party delegation.

On the first day of the meeting, Alexander Romanovich took part in a general discussion and called the meeting participants to pay attention to an alarming trend available in the modern world. According to him, there is a growing contradiction between globalization in economics and expanding vacuum in the system of global political management.

"We are in the face of weakening UN, the IMF is losing its former power, even the WTO as well as the international liberal trade system is getting weaker bit by bit. To be precise, the deterrent international mechanisms that might have stopped a dangerous development of the situation in the Middle East and were supposed to do it, really fail to work," said Alexander Romanovich.

He also drew attention of the participants of the meeting to the fact that "in this situation the United States and its closest allies had taken the reins of power."

"But unfortunately, having substituted the international law by the right of force and pressure on their allies, they chose their own legitimacy as the basis for their actions. As numerous examples show (the Ukrainian conflict as the latest one), this model is extremely inefficient. In our opinion, only the system of international relations based on the multi-polar world principles might make a positive impact on the general political situation, including migration climate in the world."

Later in his speech the Russian politician fixed on the current situation with migration in Russia and approach of Party A JUST RUSSIA to the solution of this paramount problem. Describing the essence of the problem, he stressed that ‘first of all, it is huge migrations flows to our country from the Asian and Transcaucasian republics of the former USSR that became independent states but have not reached the adequate economic indices of development yet.’

"It is Tajikistan, Turkmenistan, Uzbekistan, Kyrgyzstan as well as Armenia and Azerbaijan that have become the sources of powerful flows of labor migration to Russia. A considerable number of migrants has been coming to our country from Belorussia, Moldova and Ukraine. Especially in the beginning, we failed to cope with those flows, and actually let the matters take their course. Taking into account a significant impact made by the corruption elements available in many sectors of economy in Russia, we can’t ignore a heavy negative influence they have had on the migration situation. First of all, it touched upon mass supplies of cheap workforce from Asia and Caucasus for getting excess profit here, in the country. In this regard, I must confess that despite persistent recommendations of our party to pay attention to the western countries’ experience (for example, Italy’s), the government of Russia (to our regret) falls into the same trap when solving this issue, i.e. it does not learn from the mistakes of others," explained the parliamentarian.

In conclusion of his speech, the JR representative drew attention of the audience to the situation in Ukraine which led to a huge growth of migration from this country to Russia. "Migration from the south-eastern regions of Ukraine which are actually the zone of combat operations carried out by the central authorities against their own people is an absolutely new and peculiar problem," Alexander Romanovich declared.

"According to various estimations, about 1 mln. people has already arrived in Russia from those regions. I’d like to note that just a tiny portion of such migrants is people who had to flee to escape the war. The majority of the families left their home not because of the combat operations but due to some political motivation, i.e. disagreement with the new Kiev authorities. People consciously connect their professional future and their own future with Russia, and we respond to their wishes. We help them to settle in various regions of the country taking into account professional background of the working members of their families so that they were well provided with employment. The State goes to significant financial expense but creates proper conditions for these people," the JR representative stressed.

Upon completion of the first day of the meeting, its participants visited one of the refugee camps located in the suburbs of Catania. Representatives of various parties that are the SocIntern members were listening (during almost two hours) to a brief story about the way the camp was functioning, and then communicated with its residents among whom were mainly representatives of the African countries who got to Italy by sea.

On Saturday, November 22, there was a final meeting of the SocIntern Committee on Migrations. At the beginning, Enzo Bianco, the mayor of Catania addressed the meeting with a welcoming speech; he told the audience about the role of the city administration in solution of the migration problem in cooperation with the representatives of the regional and national authorities.

After that, a final resolution was adopted, and the meeting of the Committee on Migrations was finished.

Alexander Romanovich and Boris Guseletov had a number of meetings with the representatives of the participating parties within the framework of the meeting. The issues of cooperation between the parties as well as the situation in Ukraine were the topics of discussions at these meetings.

The A JUST RUSSIA delegation had a meeting with Luis Ayala, the SocIntern Secretary General who highly estimated participation of Party A JUST RUSSIA in work of the Socialist International and asked to give his best wishes to Party Chairman Sergey Mironov. He also stressed that the SocIntern was going to further strengthen and widen its activities in Russia and the CIS states. In particular, it is planning a number of events in this region and counts on the support from the A JUST RUSSIA party in this matter.
