The State Duma adopted the statement prepared by the JR faction about the situation in Syria and Iraq 14 ноября 2014 On November 14, the State Duma approved draft resolution No 649897-6 "On the statement of the State Duma of the Federal Assembly of the Russian Federation "On gross and massive violations of rights of the national and religious minorities in view of the deterioration of the situation in Syria and Iraq." 442 parliamentarians supported the document. The draft resolution was prepared by the A JUST RUSSIA faction, and submitted to the State Duma by the four Duma factions and its Chairman Sergey Narishkin. RUSSIAN STATE DUMA STATEMENT On gross and massive violations of rights of the national and religious minorities in view of the deterioration of the situation in Syria and Iraq The State Duma of the Federal Assembly of the Russian Federation expresses its deep concern about the sharp deterioration of the situation in the Syrian Arab Republic and the Republic of Iraq connected with the increased terrorist activity which results in a cruel and mass destruction of the religious and national minorities. Militants from the Islamic State of Iraq and the Levant and other armed extremist groups carry out blood terror and public mass executions of civilians on the captured territories. Thousands of people are repressed only because they want to preserve their religion, customs and traditions. Christians are persecuted, Christian temples are shut down, clergy are expelled from the ancient monasteries and the churches of the Middle East – the birthplace of Christianity. A special kind of cruelty terrorists show to Kurdish people and other ethno-confessional minorities living in the north of Syria and in some regions of Iraq which confirms their purpose-oriented pursuit of a complete physical extermination of these people. Numerous inhuman crimes committed by terrorists against civilian population (including aged people, women and children) have resulted in a sharp humanitarian catastrophe in the region and large number of refugees and displaced people. The Iraqi and the Syrian government troops and the Kurdish military units of the Peshmerga forces offer stiff resistance to terrorists. Defense of the Syrian city of Kobane by the Kurdish military groups is one of the examples of such heroic actions. It is apparent that emergence of large terrorist formations and a large-scale military terrorist activity are impossible without an external funding and material support aimed at destabilization of the situation in the Middle East which also includes inflaming of religious hostility between the Shia and Sunni Muslims, and representatives of other confessions and ethnic groups. Destabilization of the situation in the Middle East results (to a large extent) from the current foreign-policy course of the Western states that ignore the principles of international law, impose their own scenarios of internal policy on the sovereign states, reject recognition of a multipolar world and elaboration of a common (coordinated with the world community) approach to the solution of global problems. All this leads to a catastrophic tragedy and thousands of casualties among civilians. The created trans-boundary center of tension is already threatening not only the states of the Middle East but also of Europe and Asia. The State Duma addresses the international community with a call to stop (within the shortest time) and ‘unroot’ the evil in the form of international terrorism that has demonstrated its inhumane essence and is threatening the whole civilized humanity, and block all the sources of its assistance and financing. The State Duma considers it necessary to elaborate a common approach to counter-terrorism in the Middle East region and all over the world. Counter-terrorism efforts must be coordinated on a firm basis of international law and under the egis of the United Nations organization. The State Duma deputies express their support for the position of the leadership of the Russian Federation which is ready to use all the International Law opportunities for a successive provision of support for official Baghdad and Damascus in their fight against the terrorist threat and prevention of the humanitarian catastrophe.
