The member of the CEC for Party A JUST RUSSIA Alla Alexeeva sharply criticized preparation and holding of elections in a number of regions 05 ноября 2014 October 30th – October 31st, the CEC of Russia held in Sochy an All-Russian meeting with the chairmen of the election commissions of the RF entities devoted to "The results of work of the election commissions on preparation and holding of elections to the bodies of state power of the RF entities and to the local governments on a single voting day, September 14, 2014." The non-voting member of the CEC of Russia, the Head of the Legal Department of the Headquarters of Party A JUST RUSSIA Alla Alexeeva took part in the meeting. In her speech during a plenary meeting, she criticized bitterly preparation and holding of early voting in St Petersburg, the Republic of Tatarstan and the Bryansk region. "An anomalously large number of early voters shakes faith in the election results. There is a risk that early voting may be turned into an additional tool of election theft in some regions. In my opinion, it would be reasonable to hear the chairmen of the election commissions of St Petersburg, the Republic of Tatarstan and the Bryansk region at the meeting of the CEC of Russia," stressed Alla Alexeeva. "Following the results of the past elections, the A JUST RUSSIA party makes a proposal to tighten legally the procedure of early voting and offer this opportunity only to the electors who are able to confirm by documents the necessity of early voting; it may be, for example, a business trip permit," she added. Alla Alexeeva also offered to return to the program of the election process automation by developing the ballot paper processing systems and the use of ballot scanners which have proved their efficiency at counting the electors’ votes. Another problem touched upon during her speech is a gap in the law enforcement practice: the arguments between the electoral commissions and the courts regarding elections. According to Alla Alexeeva, it might be reasonable to discuss in the expert community possibility of creation of electoral courts. Such courts already successfully exist and function in a lot of countries. The creation of electoral courts would make possible to reach uniformity of making decisions by electoral commissions and courts.
