The State Duma draft resolution "On the statement of the State Duma of the Federal Assembly of the Russian Federation "On gross and massive violations of rights of the national and religious minorities in view of the deterioration of the situation in Syria and Iraq." 06 ноября 2014 The `A JUST RUSSIA faction submitted to the State Duma a draft resolution of State Duma Statement No 642244-6 "On the Statement of the State Duma of the Federal Assembly of the Russian Federation "On gross and massive violations of rights of the national and religious minorities in view of the deterioration of the situation in Syria and Iraq." In compliance with the State Duma Regulations, Article 188, the given draft resolution was sent to the SD Committee on International Affairs on October 24 to be considered preliminary. Submitted by STATE DUMA STATEMENT On gross and massive violations of rights of the national and religious minorities in view of the deterioration of the situation in Syria and Iraq The State Duma expresses its deep concern about the sharp deterioration of the situation in the Syrian Arab Republic and the Republic of Iraq connected with the increased activity of terrorist formations which results in a cruel and mass destruction of the religious and national minorities. Militants from the Islamic State terrorist organization and other armed groups carry out blood terror and public mass executions of civilians on the captured territories. Dozens of thousands representatives of the religious and national minorities are killed only because they want to preserve their religion, customs and traditions. Christians are persecuted, Christian temples are shut down, clergy are expelled from the ancient monasteries and churches of the Middle East the birthplace of Christianity. A special kind of cruelty Islamic terrorists show to Kurdish people: the facts of genocide in the north of Syria and in some regions of Iraq confirm availability of a purpose-oriented program of terrorist formations targeted at a complete physical extermination of this nation. The State Duma thinks the terrorists’ actions contain all signs of genocide and may be qualified as such according to the 1948 Convention on the Prevention and Punishment of the Crimes of Genocide, Article II. The Kurds who are one of the most ancient people of the Middle East have made an organized stand with arms in their hands against the Islamic State. Now the Kurdish self-defense groups are heroically resisting the military formations of religious extremists, and the city of Kobane has become a heroic symbol of Kurdish nation. Extreme cruelty of terrorists to civilian population (including aged people, women and children) has caused a sharp humanitarian catastrophe in the region and resulted in large number of refugees and displacement of people. The State Duma calls the world community for an immediate joining of its efforts to avert the tragedy of Kurdish people and insists on the necessity of a prompt provision of an efficient military and technical support and humanitarian aid upon coordination with the governments of Syria and Iraq. The State Duma deputies think that the current situation must be considered as a common obligation of all members of the United Nations organization on the prevention of the crimes against humanity. It is apparent that emergence of large terrorist organizations and a large-scale military terrorist activity cannot do without an external funding and material support aimed at permanent destabilization of the situation in the Middle East which includes inflaming of religious hostility between the Shia and Sunni Muslims, representatives of other religions and confessions. Destabilization of the situation in the Middle East is irresponsible political course and a complete failure of the so-called "peaceful" policy of the United States of America. Violation of the principles of international law, imposing of one’s own scenarios of internal policy on the sovereign states, rejection of a multipolar world recognition and of elaboration of a common (coordinated with the world community) approach to the solution of global problems lead to a catastrophic tragedy and thousands of casualties among civilians. The created trans-boundary center of tension is already threatening not only the Middle East states but also the states of the Caucasus, Middle Asia and Europe. The State Duma addresses the international community with a call to stop (within the shortest time) and ‘unroot’ the evil in the form of international terrorism threatening the whole civilized humanity and block all its sources of assistance and financing. The State Duma considers it necessary to elaborate a common approach to counter-terrorism in the Middle East region and all over the world. Counter-terrorism efforts must be coordinated on a firm basis of international law and under the egis of the United Nations organization. Any anti-terrorist operation must be carried out only when there is an unambiguous agreement of the top and legally elected leadership of that country. The State Duma deputies express their support for the position of the leadership of the Russian Federation which is ready to use all the International Law opportunities for a successive provision of support for official Baghdad and Damascus in their fight against Islamic militants and prevention of the humanitarian catastrophe.
