Nikolai Levichev about creation of the Eurasian Economic Union 03 октября 2014 State Duma Deputy Chairman Nikolai Levichev made comments on signing the Treaty on creation of the Eurasian Union by Vladimir Putin: I think I’m absolutely right saying that the whole deputy corps that voted actually unanimously for ratification of the treaty about creation of the Eurasian Economic Union considers it a historical event. It’s been almost twenty years since the idea of Eurasian integration originated. It may be a mere historical coincidence that this treaty has been signed, and it is to come into effect on January 01, 2015 under the conditions of tough economic sanctions imposed against Russia by another union, I mean the European one, and by the other countries of the so-called West. In my opinion, nothing illustrates the situation better than the proverb "the dog may bark but the caravan moves on". The caravan moves towards Eurasian integration in the space of the former Soviet Union for twenty years, and now it has obtained its visible traits. I’d like to emphasize that the given Treaty must remove all the barriers to free expansion of workforce, goods and services across the borders of the treaty member countries. Now, I believe, we have the right to say that the foundation has been laid for creation in the world of a new factor of economic growth and attraction of various forces. It is sure a geopolitical event. It is necessary to stress that the treaty contains a clause about respect of peculiarities of the political systems of the countries signatories to the Treaty. Of course, it is important to understand for our faction that there is a lot of work ahead to be done during the ten years allotted for the final unification of the legislations of the states union-members. We must work fruitfully to remove the legislative barriers that may remain between Russia, Byelorussia and Kazakhstan. Since the bodies of executive power of the Eurasian Economic Union will actually be created during the treaty implementation, we think it’s necessary to move towards creation of a common collegiate parliamentary body to perform the functions of control and supervision over the executive power bodies. I also want to emphasize that to improve the investment climate, to develop and upgrade economy and to raise labor efficiency, none of the EaEU member countries must get preferences. Just on the contrary, equal rights shall be developed for all entrepreneurial communities and all business people that will work on this economic territory with 170 mln. residents, consumers which means a high potential for economic growth. That’s why during the future ten-year period we are going to actively work as legislators, and as citizens, we will hope that the Union will help to raise the living standards in each member-country of the Eurasian Economic Union. Moreover, we must think about the prospects of development of our societies and plan the ways of their convergence. I mean a gradual development of the common social standards, including pension provision, medical servicing and the basic principles of domestic policy. We must coordinate the basic principles of the state domestic policy in the interests of children and develop a common education space. Creation of the common standards for regulation of the immigration flows and labor relations are of high importance. Our Party has already been working systematically in the above-mentioned directions in close cooperation with the colleagues from Kazakhstan, Byelorussia and Armenia.
