The State Duma passed an address to parliaments of the world regarding the situation in Ukraine 10 октября 2014 On October 10, upon the initiative of the A JUST PARTY faction, the State Duma considered the draft resolution of "An address of the State Duma of the Federal Assembly of the Russian Federation "To Parliaments of the world and international parliamentary organizations about the need of an international investigation of crimes against the peaceful population of the South-East of Ukraine". The document was approved by the overwhelming majority of votes. The cause for introduction of the document was mass graves found on the site of the Ukrainian militants’ former camp near Donetsk in September: The deputies of the State Duma of the Federal Assembly of the Russian Federation address Parliamentarians of the world with a call for an independent international investigation of the crimes committed against the peaceful population of the South-East of Ukraine. Dozens of people tortured and shot down to death found in mass graves near the city of Donetsk in September 2014 are the victims of the so-called counter-terrorism operation carried out by the Kiev authorities; they are also a clear evidence of abuse and tortures, robberies and violence that have been mass phenomena on the territories under control of the Ukrainian militants. Prohibited means and methods of war and the inhumane treatment of captives have become everyday reality. The State Duma repeatedly drew attention of the world community to numerous cases of human rights violation in Ukraine. There has been persistent suppression of the dissent by paramilitary groups there. Thousands of civilians have died in the South-East of the country. However, the political leaders of the western countries ‘turn a blind eye’ to the objective situation in Ukraine, and do not pay proper attention to the calls of the Russian Federation. The United States of America and the European Union have been providing Ukraine with their political, financial and moral support since the situation in Ukraine destabilized. Some reports say there are western states that have already started supply of the Kiev authorities with armament. Moreover, they send their military advisers to Ukraine. The State Duma considers such actions not only dangerous and inadmissible but it also treats them as the activities that may derail the peace process and trigger a new round of violence. The military actions in the course of the so-called counter-terrorism operation resulting in mass losses of lives of civilians and destruction of the infrastructure are considered by the western countries as something admissible and justified. This builds confidence of Kiev in its impunity and encourages committing crimes against the peaceful population. All new facts disclosed about the inhuman crimes (shocking in cruelty) that were committed by the Ukrainian paramilitary units against civilians are a confirmation of Kiev’s irresponsible policy. The State Duma deputies are sure that the orders given by the Kiev authorities, the actions of the actual crime committers and their financial donors must have a clear legal evaluation. The State Duma calls the United Nations Organization, the Organization for Security and Cooperation in Europe, the Council of Europe and the world community for conduct of an international, objective, independent and all-round investigation of the crimes that led to numerous civilian casualties in the South-East of Ukraine. The State Duma suggests that all bodies of the legislative powers and representative authorities of foreign states activate the dialogue in the interests of peace and security in Europe, and call an international conference on contemporary threats and the role of parliamentary diplomacy in overcoming these threats. The State Duma addresses parliaments of the world and international parliamentary organizations with a call to defend the innocent victims of Kiev’s policies. All participants of the acts of crime against people of Ukraine shall face a trial and receive the deserved punishment for their crimes.
