Sergei Mironov: A JUST RUSSIA offers to adopt a special State Duma statement on the genocide in the south-east of Ukraine 10 èþíÿ 2014 On June 10 Sergei Mironov, the Head of the Duma faction of party A JUST RUSSIA made a ten-minute statement on the topical social-economic, political and other issues: Dear Sergei Evgenievich (Sergei Naryshkin, Chairman of the State Duma) and dear colleagues, The Kiev authorities haven’t stopped their reprisal raid in the east of Ukraine despite all their declarations. The situation is still aggravating and getting worse and bloodier there. As you know, Party A JUST RUSSIA officially acknowledged the Donetsk and Lugansk People’s Republics after the referendums held in Donetsk and Lugansk. Speaking from this tribune, I’d like to repeat again that we have been providing humanitarian aid to the people who have to defend their human dignity bearing arms in their hands, and we will continue doing it. Formation of the above-mentioned republics is a clear illustration of the fact that a lot of people in Ukraine do not want to live with those who eliminate their own people like the Nazis, who shoot the wounded and kill women and children. The ‘foam’ that rose to the surface after the coup d’etat on February 22 this year ("The Right Sector" and others of this kind) are ready for any bloody crime now. They have a pathological hatred for everything Russian, and everything that is beyond their narrow-mindedness. As used to say Nikita Sergeevich Khruschev, the well-known political leader of the past, and I’m quoting here: "a political dialogue with "Banderovtsy" is possible only about one thing – the land: who will be the first to bury the other" (the end quote). Time will show if the elected President Poroshenko is able to pursue an independent policy and get rid of the Diktat of the nationalists. To our regret, we still witness activation of military actions, and right after the inauguration, military complexes GRAD entered the battle against the peaceful population. Of course an attempt to justify the bloody events by the revolution going on against the regime of oligarchs is a lie. As we can see, nothing has actually changed, and one oligarch is substituted by another; everything we can see in Ukraine now is nothing but protection of the oligarchs and business. Dear colleagues, several days ago I was in Crimea, and quite by chance, skipping the TV channels on the June 06-07 night, I came upon a 24-hour channel of a live program with Mr. Shuster. Can you imagine what I heard? You know, I was amused when I heard all the people present in the studio, actually the majority of them, except one deputy of the Verkhovna Rada of Ukraine speaking Russian and talking with aspiration about "the main thing" – protection of the interests of business. As you can guess, I was shocked. We realize that there is business, interests, oligarchs and some lobbying ambitions, but when people are being killed, and what is more shocking, when there is a discussion whether to introduce the state of emergency or not, and whether it will be of help for business or not, I find it blasphemous. Dear colleagues, the politicians of Ukraine do not even realize immorality of such a position (typical for them) because the oligarchs paying the militants now (they have already formed over twenty armed gangs of this kind) seem to be paying not only the militants. Of course we connected certain hopes with coming to office of the new President of Ukraine, but his speech is absolutely disappointing as it is a mere mixture of hypocrisy, demagogy and contradictions. Well, first of all, I have read his speech with great attention: the word "Europe" or some its derivatives are mentioned twenty-two times on five pages making quite clear Mr. Poroshenko’s aspiration vector. I’d like to quote some statements of Mr. Poroshenko, and make some very brief comments. The first quotation is the following: "The national elections of the President have put a complete stop to the myth of the so-called illegitimate Kiev government." As for this, I may say that Mister Poroshenko is likely to put a firm end to his presidency. In my opinion, on the day of inauguration he sat not in the presidential chair but in an electrical one. You know, the symbol of his future presidency seems to be a very characterizing episode: the honor guard soldier who first started to lose his balance and then fell when Poroshenko was passing by. I think this symbol is sure to remain in history as the sign of what the presidency of this man may lead to. Now one more quotation: "Crimea was, is and will be Ukrainian" (end quote). When was it Ukrainian, I wonder? The only thing we may say here is that as all of us know, Crimea has always been Russian and remains Russian now and forever; historical truth proves it. One more quotation: "Crazy ideas about federation have no grounds with Ukraine". They may be groundless with Ukraine but it is inevitable IN Ukraine (you and me completely realize it). Finally, the last quotation deals with Poroshenko’s final words: "We are a people that was torn away from its big Motherland – Europe – and we are returning to it." Here only a helpless gesture is appropriate, as it is in an anecdote: but no one seems to be aware about it...Europe turns out to have always been Ukraine’s motherland, and all our Slav history is likely to be nothing for Mr. Poroshenko. Dear colleagues, our fathers and grandfathers would never excuse us for our inactivity in the situation when neo-fascists and ultranationalists are committing acts of atrocities and crimes before our eyes. The followers of those who were fighting against us in the Great Patriotic War have lifted up their heads and revived their spirit ; they are trying to recoup. By the way, have you paid attention to the fact that the pilots who were firing missiles at the administration building in Lugansk spoke Russian? Today it is quite evident that they are the XXI-st century Vlasovites, and we know quite well how those traitors finished their lives. The so-called anti-terrorist operation held by the Kiev authorities in the south-east of the country is an intentional act of elimination of their own citizens with the opposite political views. It is actually a sanctioned mass murder of the Russian-speaking population in Ukraine. In this connection we can see all the signs of the genocide which is the gravest international crime against peace and security of mankind according to the Convention of the Prevention and Punishment of the Crime of Genocide in the UN General Assembly Resolution of December 09, 1948. We support the decision made by the Investigative Committee of the Russian Federation about initiating prosecution of a criminal case upon the facts of usage by the Kiev authorities of the forbidden means and methods of waging the war. I think this work shall be fully accomplished. In this connection I have several proposals. First, we call all the State Duma parliamentary parties for supporting our party and adopting a special resolution on acknowledgement of the Donetsk and Lugansk People’s Republics. Second, we offer to make changes in the State Federal budget of the current year to provide an additional aid to the regions of Russia bearing the main load of accepting the Ukrainian refuges. First of all, the Belgorod, Voronezh, Kursk and Rostov regions that share borders with Ukraine. Third, we offer to adopt a State Duma special statement about the genocide in the south-east of Ukraine. All the criminals of war shall be punished. We must prevent the final death of the international law and stop the double standards rule. Fourth, the list of criminals of war shall be published on the official sites of the Investigative Committee of Russia during investigation of the crimes committed in Ukraine. Turchinov, Avakov, Kolomoisky and others shall be at the very beginning of this list. And finally, it is necessary to arrange a humanitarian corridor in connection with the humanitarian catastrophe resulting from the reprisal raid of the Kiev authorities in the east of Ukraine, in the Donetsk and Lugansk People’s Republics to allow women, children, the disabled and old people (everyone who wants) to leave freely and get to the Russian Federation territory, and correspondingly give humanitarian, technical and other required help on the part of Russia using these corridors. To provide their security, it would be obligatory to establish a no-fly zone above these corridors, These are the practical proposals. Dear friends, I want to tell you that during my visit to Crimea I had meetings, including with those people who bearing arms in their hands are fighting for their rights to speak Russian and determine their own destiny. They ask not to let anyone drown them in their own blood so that they might stand upon their rights that shall be ensured by the international law as well. But the main thing is that these rights must be ensured by our fraternal attitude to them. Dear friends, it is time when patience which is a distinguishing feature of our multinational people ceased to be our virtue. Our brothers shall be provided with a practical aid, and I am absolutely sure that such an aid will be given. Thank you for your attention.
