The State Duma considered a draft of the address to the parliaments of the world over the threat of a humanitarian catastrophe in Ukraine 13 ìàÿ 2014 On May 13, the State Duma considered draft resolution No 516723-6 "On the address of the State Duma of the Federal Assembly of the Russian Federation to the parliaments of the world and international parliamentarian organizations over the threat of a humanitarian catastrophe in Ukraine". The representatives of all Duma factions expressed their support to the draft resolution. Oleg Nilov spoke on behalf of the A JUST RUSSIA Duma faction: Dear colleagues, of course, it is necessary that both the resolution and the declaration be adopted. A short political declaration can’t include everything we’d like to say and demand. That’s why I am sure about the response, and moreover, I am certain that during these consultations many of us will have an opportunity to put forward the proposals we can’t but put. The only thing is that we should have done it earlier because every day we have witnessed a lot of disasters and had a lot of grief since May 08, the day the texts of the resolution and the declaration were spread. A lot of human lives have been lost since then. My proposal is, by no means, to lay aside this theme which is the main one. I’d offer to make it obligatory for consideration at every State Duma meeting, in connection with the declaration we made and with the reaction to it as well as with the reaction to any tragic event of that kind that has been taking place recently in Ukraine. Of course, it is necessary to offer our colleagues to get immediately together, and my proposal is that they should do it in Slavyansk, Mariupol and Odessa so that the parliamentarians from various countries might estimate the situation on their own but not judge from the words of their foreign ministers, presidents or diplomats. Let them come to Ukraine and see the real will of people. That’s the main question today to which we must demand an answer from the parliamentarians: do they agree that the will of people is the power, the democratic power? If they don’t like the way the referendum was held, let them find another one for determination of the people’s will. It would be much better for them to go there, communicate with people, listen to them and ask about their will regarding the main issue. If the parliamentarians start to evade the answer (which I can’t t exclude), it would mean that the main form of the so-called democratic rule of these gentlemen is double, triple etc. standards. What makes me think that even having such double standards it is impossible to move along the road the main leaders of the western countries and America are leading the parliamentarians, and the peoples of the West? Because it is a humanitarian catastrophe which has already started in Ukraine: hundreds of killed people, thousands of orphans and mothers with boundless sorrow. All this means that there is already a catastrophe in Ukraine, and moreover, it is large-scale one. The matter is if it will be a catastrophe limited by the current volumes or it will significantly enlarge. That’s the question. It is necessary to stop the humanitarian and human catastrophe that has already started. Loss of hundreds of thousands of jobs is the main problem the south-east is facing now. The opinion of one side which the West welcomes and applauds is the following: closing of work places and breaking of all ties with Russia. And what’s then? First, leaving people without a piece of bread, and then without roofs over their heads, arrangement of a mass forced deportation? This is the catastrophe which will lie on shoulders of the parliamentarians and the peoples of the West and Europe. Who is going to give food to hundreds, millions of people? The devastated agriculture and the industries of the south-east that will be destroyed mean hundreds of billions of dollars. Where will these huge sums of money appear from? That’s what these parliamentarians should be straight forward told about. The electors are sure to ask about the following: you have arranged it for the sake of you’re the so-called ideal vision of formation of power: the way the authorities should be elected, which elections should be the first, which kind of referendum shall be held and which not. Now about the money matter... Who is going to pay for this humanitarian catastrophe? Who is going to save people? Of course, in my opinion, we mustn’t wait for the saddest final, It is necessary that this problem be solved now and by the parties themselves as well as by various international organizations, and first of all, by the Red Cross. The International Red Cross does exist. Why hasn’t been sent any humanitarian help, medical help there yet? Why is not only the international Red Cross but also our Russian Red Cross still observing this situation? Dear colleagues, I offer to give an immediate practical response to the events in Ukraine (and our party is already preparing such a caravan with a portable hospital). It is necessary to open accounts. It may be the "Red Cross"; maybe, it would be (as it was in Sevastopol and as you might remember) the "The 35 battery"... All of us gave a response and supported the people in Crimea and Sevastopol. At present, millions of our citizens have already started to demand that we give them an opportunity to transfer money, to send medicine, products etc. Let’s do it first of all, and call our colleagues from the West not to observe this catastrophe which has touched upon thousands of people and is a threat to millions of them. That is why I am convinced that we are sure to achieve the truth and justice. I’d like to stress again that the truth and justice lie in belonging of power to people, and only they will determine where to go and with whom. First of all, it is necessary to provide people with an opportunity to express their opinion. We know that people have already done it on May 11, it was called a referendum (not a very appealing word) but people have already demonstrated their will. I doubt that anyone is able to prove that it was quite an opposite opinion and a different will. None of such attempts has been made so far on behalf of the so-called Kiev authorities and the European parliaments.
