Statement of the Central Council of Political Party A JUST RUSSIA 05 апреля 2014 Mass violations of human rights and freedoms as well as the facts of political persecution of citizens have become an integral part of contemporary reality in Ukraine. Those who rose to power in Kiev with the help of the nationalist radical forces are pursuing a deliberate policy of restriction of civil rights by resorting to the law enforcement bodies to suppress political dissent in the country. Party A JUST RUSSIA is totally against political repressions in Ukraine. Strict observance of the freedom of speech and information and of the right to openly express your opinion are the essential prerequisites for the existence of a democratic state governed by the rule of law in the modern world. Neither political repressions nor the existence of political prisoners is acceptable in the 21st century. At present, the following people are detained and held in custody in Ukraine: people’s governor of Donbass Pavel Gubarev (Donetsk), the leader of the Young Guard (Molodaya Gvardiya) Arsen Klinchayev (Lugansk), the leader of the Lugansk Guard (Lugansk Gvardiya) Alexander Kharitonov, the leader of the Youth Unity (Molodyozhnoye Edinstvo) Anton Davidchenko (Odessa) and the leader of the People’s Militia of Donbass (Narodnoye Opolchenie Donbasa) Mikhail Chumachenko (Donetsk). Constant danger to life and health made a lot of Kiev journalists and political activists flee the country. Among them are such people as Oxana Shkoda, Alyona Kochkina and Alexander Chalenko; Sergei Khizhnyak, Coordinator of the Kiev Stop Maidan movement; Ivan Protsenko, Initiator of the Kievans for a Clean City (Kievlyane za Chistyi Gorod) movement; Rostislav Ischenko, President of the Center of System Analysis and Forecasting. The number of people pursued for their political beliefs is growing (first of all, in the south-east of Ukraine). Party A JUST RUSSIA directs the words of support to all realistic people in Ukraine. We especially feel for those who are being pursued for political motives. Nobody can deprive you of the right to openly express your opinion and to strive for observance of the democratic principles of state administration. Your firmness, bravery and courage arouse sincere admiration among the members of our party. Only people distinguished by an outstanding courage are able to firmly assert their political commitments in spite of the threats of the nationalist radicals and repressions of the law enforcement bodies. We consider the acts of violence against you as the criminal ones, and we will persistently fight for reestablishment of your rights making use of all possible legal and diplomatic procedures. The forces pretending that they would lead the Ukrainian people must stop violations of the fundamental legal rules enshrined in the Convention on the Human Rights, the Pact on the Civil and Political Rights and other international legal acts absolutely acknowledged by the European Community and the whole world community. The crimes committed by the persons giving orders now when there are counteractions to people’s protests must be carefully investigated and those found guilty must be brought to trial. According to the international legal practice embodied in the CSCE documents of 1991, "issues relating to human rights, fundamental freedoms, democracy and the rule of law are of international concern .... and do not belong exclusively to the internal affairs of the state". The international community shall admit that the citizens of Ukraine who campaign against the policy pursued by the self-appointed authorities are subject to constant threats, persecution and physical violence in the country. Mass violations of human rights in Ukraine have become a sharp evidence of insufficiency of the effective legal tools at the European community disposal that might provide a well-timed reaction to revealing, investigating and legal censure of the facts of human rights and freedoms violation. For example, no estimation has been given so far regarding numerous cases of manifestation of nationalism and lack of response to them from the people in power which results in a sharp increase in xenophobia in the society. Party A JUST RUSSIA makes an appeal to all international organizations targeted at protection of human rights and freedoms to use the whole system of the legal protection mechanisms and procedures (including the mediation, missions to establish facts, reporters’ missions) to give an objective estimation of the situation in Ukraine. Only joint efforts will provide observance of human rights and freedoms, stop political repressions and give freedom to the political prisoners in Ukraine. To reach the above-mentioned targets, party A JUST RUSSIA considers it is required – to form an international commission on investigation of the facts of human rights and freedoms violation as well as of the crimes committed by the state bodies of Ukraine and individuals; – to call the commissioners for human rights and representatives of the human rights organizations for taking practical measures for protection and strict observance of human rights, especially the right for freedom of speech, protection of honor and dignity of all citizens of Ukraine notwithstanding the region of their residence and party membership, and against non-judicial persecution; – to provide comprehensive address assistance and support to the citizens of Ukraine who are pursued for their political views, strive for their liberation making use of the whole variety of legal ways and reestablishment of their violated rights. The members of A JUST RUSSIA would like to express their sincere hope that every effort will be made for finding a civilized way out of the political crisis in Ukraine, and the rights and freedoms of all its citizens will get a proper provision irrespective of their residence and nationality.
